trespassing on the water frontage, the land on either side thereof, and I affirm that the said Petitioners have not obtained the necessary and proper sanction or permission from either the Government or the Crown Lessee of Marine Lot 185, to use and traverse the water in front of their land. Consequently, the wharf could not legally, and by right, be used by steamers of the greatest draught. In fact, the wharf is only used by Junks, Launches, and Cargo-boats for discharging and taking in cargo from the godowns erected on the said Marine Lot 184, the goods stored therein being for the most part "Bonded Goods" which are brought to and fro in Junks and Cargo-boats in small quantities at one time.
